ملخص:
يشهد العالم تطورات تكنولوجية متجددة في ظل جهود الدول التي تبذلها بهدف التحسين المستمر في الخدمات العامة وترشيد انفاقها. كما ان لهذه التكنولوجيا دور حيوي في قياس الأداء وتطويره بهدف الحد من زيادة التكاليف والفترة الزمنية لهذه الخدمة؛ الامر الذي بدوره ينقلنا الى وجود ضرورة للتحول من المؤسسات التي تقدم خدمات ورقية (تقليدية) الى مؤسسات (تكنولوجية).
وفي دولة الكويت رأت الحكومة أن هذا الأمر ضروري جداً من حيث الفكرة والتطبيق في مجمل قطاعات الدولة وعلى سبيل المثال لا الحصر قطاع التعليم العالي وقطاع التربية. وبالاضافة إلى ذلك فإن التعليم عن بعد أصبح من الأساليب التي تستخدم في مجال التعليم وفي المجال التربوي الامر الذي أدى الى تطوير برامج التعليم. وهذ الموضوع هو محل البحث في هذه الورقة من حيث اهم الممارسات التعليمية التقليدية وتطورها الى تعلم عن بعد.

Abstract
The world is witnessing renewed technological developments in the face of the efforts of states to continuously improve public services and rationalize their spending. This technology has a vital role to play in measuring and developing performance to reduce the increase in costs and the time of this service. This, in turn, brings us to an urgent need to shift from institutions that provide paper services (traditional) to (technological) institutions.
In Kuwait, the government considered this to be very necessary in terms of the idea and application in all sectors of the country, namely, the higher education sector and the education sector. Distance education has become one of the methods used in the field of education and in the field of education, which has led to the development of education programs. This topic is the subject of this paper in terms of the most important traditional educational practices and their development into distance learning.
