يهدف البحث الى بيان الدور الذي تؤديه المنح الخارجية، والمشروطة لتمويل المشاريع الصغيرة والمتوسطة، في تعزيز الدور الاقتصادي لتلك المشروعات، بوصفها أحد أهم روافد العملية التنموية، وذلك من خلال استعمال المنهج الوصفي التحليلي المقارن لاداء الشركة العراقية لتمويل المشاريع الصغيرة والمتوسطة، كانموذج للمؤسسات المالية غير المصرفية في العراق التي تأسست خصيصا لادارة تلك المنح، للفترة منذ بداية تاسيس الشركة 2009 ولغاية 2018، للوقوف على الدور الذي تؤديه الشركة في ادارة برامج التمويل الخاصة بالمنح الخارجية المقدمة للعراق من الوكالة الامريكية للتنمية الدولية، واسخدام التحليل الاحصائي لبيان الدور الاقتصادي للمشروعات الصغيرة من خلال مدى مساهمة تلك المشروعات في الناتج المحلي الاجمالي وتوصل البحث الى: ان على الرغم من حجمها المادي الصغير الا ان الدور الذي لعبته هذه المنح، يعد دورا استراتيجيا في بناء قواعد مهمة لتوليد محاور اقتصادية اساسية لاعادة بناء مافقده العراق من طاقات وامكانيات ممثلة بالانسان العراقي وقدرته على الخلق والانتاج، وتؤدي الشركة العراقية لتمويل المشروعات الصغيرة المتوسطة، دورا تحفيزي للمصارف العراقية الخاصة ،لدعم نمو المشاريع الصغيرة والمتوسطة، من خلال تسريع مشاركتها المباشرة في تمويل تلك المشاريع، وتسعى الشركة لفتح منافذ لاستقطاب الجهات الدولية المانحة، من خلال تبني برامج التمويل المستدام لتعزيزنشاط القطاع الخاص في العراق.

Abstract
The research aims to clarify the role played by external grants, which are conditional to finance small and medium enterprises, in enhancing the economic role of these projects, as one of the most important tributaries of the development process, through the use of the comparative analytical descriptive approach to the performance of the Iraqi company to finance small and medium enterprises, as a model for non-financial institutions. Banking in Iraq, which was established specifically to manage these grants, for the period from the beginning of the company’s establishment 2009 to 2018, to find out the role played by the company in managing the financing programs for external grants provided to Iraq by the US Agency for International Development, and the use of statistical analysis to show the economic role of small projects through The extent of the contribution of these projects to the gross domestic product, and the research concluded: that despite their small physical size, the role played by these grants is a strategic role in building important bases to generate basic economic axes to rebuild what Iraq has lost in terms of energies and capabilities represented by the Iraqi person and his ability to Creation and production, and the Iraqi company to finance small and medium enterprises plays a stimulating role The company seeks to open outlets to attract international donors, by adopting sustainable financing programs to enhance the activity of the private sector in Iraq.
