الملخص باللغة العربية
تتناول هذه الدراسة احد العيوب الرئيسية التي قد تلحق بالقرار الاداري، ألا وهو عيب عدم الاختصاص، على وجه الخصوص ما تعلق منه بالجانب الزماني، اذ ان المشرع أحياناً يحدد فترة زمنية لممارسة الوظيفة الادارية او فترة زمنية لاصدار القرارات الادارية، التي ان صدرت في غيرها تجعل القرار معيباً بعيب عدم الاختصاص الزمني.
لذا فقد تناول الباحث هذا الموضوع وبين أحكامه والاساس القانوني الذي يستند عليه كعيب قد يلحق بالقرار الاداري الذي قد يكون سبباً لدعوى الالغاء، مستنداً في ذلك على التحديد التشريعي لزمان الوظيفة او الفترة التي من الممكن ان تمارس فيها او تباشر فيها القرارات الادارية.لذا فإنه يوصي رجل الادارة بالتقيد بالجانب الزمني للقرار الاداري والوظيفة الادارية لتجنب بطلان القرارات الادارية والغائها.

ABSTRACT
This study deals with one of the main defects that may be attached to the administrative decision, namely, the defect of lack of jurisdiction, in particular what is related to the temporal aspect, as the legislator sometimes specifies a period of time for the exercise of the administrative function or a time period for issuing administrative decisions, which if issued in other places The decision is flawed by the lack of temporal jurisdiction.
Therefore, the researcher has dealt with this topic and explained its provisions and the legal basis upon which it is based as a defect that may be attached to the administrative decision that may be the cause of the cancellation lawsuit, based on this on the legislative determination of the time of the position or the period in which it is possible to exercise or initiate administrative decisions. Man of administration by adhering to the temporal aspect of the administrative decision and the administrative position to avoid invalidity and canceling administrative decisions.
