الملخص:
نهدف من خلال هذا البحث إلى إبراز الدور الهام لتطوير قطاع السياحة في الجزائر كآلية لتفعيل تنفيذ برامجها التنموية الاقتصادية في ظل تدني إيراداتها البترولية، وهذا انطلاقا من إبراز التأثير الإيجابي لتطوير قطاع السياحة على عوامل التنمية الاقتصادية في البلدان المجاورة للجزائر بحكم تقاربها وتشابهها معها من حيث المقومات السياحية.
ولقد وقفنا من خلال هذا البحث على ثلاثة حقائق هامة، الأولى مفادها أن قطاع السياحة يؤثر بشكل فعال وإيجابي على بعض العوامل الفعالة والأساسية لتفعيل وإنجاح تنفيذ برامج التنمية الاقتصادية، وبالتالي فإن تطوير قطاع السياحة يؤدي دورا مهما وغير مباشر في تفعيل تنفيذ برامج التنمية الاقتصادية، وأما الثانية فمفادها أن قطاع السياحة في الجزائر تشير أغلب المؤشرات السياحية على ضعفه وعدم تطوره، خاصة من حيث رداءة خدماته وارتفاع أسعارها، مما دفع بالكثير من المواطنين بالبحث عن وجهات سياحية بديلة يأتي على رأسها تونس والمغرب وتركيا، وأما الحقيقة الثالثة فمفادها أن تطوير القطاع السياحي في الجزائر ضرورة وأمر حتمي، لابد على السلطات أن توليه الإهتمام اللازم ضمن مخططاتها وبرامجها، وهذا حتى تستفيذ من أهمية هذا القطاع كآلية مهمة في تفعيل تنفيذ برامجها التنموية الاقتصادية، خاصة في ظل تدني إيراداتها البترولية.

Abstract
Our aims through this research to highlight the important role of developing the tourism sector in Algeria, as a mechanism to activate the implementation of its economic development programs with its low oil revenues, within proving the positive impact of the development of the tourism sector on the factors of economic development in the countries neighboring Algeria by because of their closeness and similarity in terms of constituents Tourist.
We have deduced through this research three important facts. The first, is that the tourism sector affects effectively and positively some of the effective and basic factors to activate and successfully implement economic development programs, and therefore the development of the tourism sector plays an important and indirect role in activating the implementation of economic development programs, the second is, according to most of the tourist indicators, that the tourism sector in Algeria is very weak and need a serious development, particularly because of poor services and high prices, which incited many citizens to search for alternative tourism destinations, it leads Tunisia, Morocco and Turkey, and the third fact is that the development of the tourism sector in Algeria is a necessity and imperative of the officials authorities, that they must give it the necessary attention within its plans and programs, to benefit of the important advantages of this sector as an important mechanism in activating the implementation of its economic development programs in light of the low oil revenues.
