يهدف البحث الى دراسة اهمية توجه الدولة نحو اعادة ترتيب الاولويات للاهتمام بالقطاع السياحي في خطط التنمية الوطنية الشاملة واستخدام الفوائض المالية للنفط واستثمارها فيه ليسهم في تنويع القاعدة الاقتصادية في العراق .وذلك لكون القطاع النفطي هو القطاع الاستراتيجي والقلب النابض للاقتصاد العراقي وهو الممول الرئيس لمشاريعه التنموية و يحتل النسبة الأعلى في الناتج المحلي الإجمالي ، وقد توصل البحث الى اثبات صحة فرضيته انه بالامكان تبني آلية استثمار فوائض عائدات النفط وتوجيهها نحو تحقيق تنمية سياحية مستدامة والذي يعد مسارا للتنويع الاقتصادي الذي يعزز التحول الهيكلي لما لها من قدرة فائقة على تنمية باقي القطاعات الاقتصادية الأخرى وتهيئتها ليكون لها دورا فاعلا في النمو الاقتصادي وزيادة قدرة العراق التنافسية وعلى مواجهة الصدمات الخارجية .

Sustainable Tourism Development: A Route Towards Diversifying the Resources of the Iraqi Economy

Abstract
The current study aims at investigating the importance of guiding the state towards establishing the prioritization into the interests of Tourism Sector in national development plans as well as the financial oil revenues and investing them to enhance their contribution to the diversification of the economic base in Iraq.
This is because the Oil Sector is the strategic sector and the beating heart of the Iraqi economy. In addition, this Sector is the main funder of Iraq's development projects and it occupies the highest percentage of GDP.
The study has reached the verification of its hypothesis. That it is possible to adopt a mechanism for investing surplus oil revenues and directing them towards achieving sustainable tourism development, which is a path of economic diversification that enhances the structural transformation because of its superior ability to develop the rest of the other economic sectors and preparing it to have an active role in economic growth and increase.
