الملخص:
خلصت الدراسة إلى أن فعالية السياسة المالية في الجزائر لم تكن رشيدة بالقدر الكافي في جذب الاستثمار الأجنبي حيث توجد علاقة سببية بين الإنفاق العمومي والاستثمار الأجنبي،كما لم تصب النفقات العمومية التي رصدتها الجزائر في مكانها المناسب حيث لم تكن نفقات التجهيز ذات معنوية أما الحوافز الضريبية لم تجدي نفعا ولم تكن مرنة.
لذا أصبح من الضروري على البنوك و كل من السياستين المالية والنقدية في الجزائر في ظل التطورات المتلاحقة التي شاهدتها السياسات الاقتصادية و مجال المصرفي وضع إستراتيجية عمل تمكنها من تعظيم الاستفادة من ايجابيات العولمة وبالمقابل العمل على تقليل من حدة السلبيات والمخاطر التي تفرزها هذه الأخيرة.
Abstract
The study concluded that the effectiveness of the financial policy in Algeria was not sufficiently rational in attracting foreign investment as there is a causal relationship between public spending and foreign investment, and the public expenditures that Algeria monitored did not flow to the appropriate place where the processing expenditures were not significant as for tax incentives It did not help and was not flexible.
Therefore, it has become necessary for banks and both the financial and monetary policies in Algeria in light of the successive developments witnessed by economic policies and the field of banking to develop a business strategy that enables them to maximize the benefits of globalization and in return work to reduce the severity of the negatives and risks that the latter produces.
