تلعب البلديات دورًا حاسمًا في الحكم المحلي، حيث توفر الخدمات الأساسية وتنظم الحياة اليومية للمواطنين. يمكن أن يكون للرقابة الإدارية والقانونية التي تمارسها البلديات تأثيرات كبيرة على كفاءة وفعالية هذه الخدمات، وكذلك على حقوق وحريات المواطنين. تهدف هذه الدراسة إلى مقارنة الرقابة الإدارية والقانونية التي تمارسها البلديات في الدول المختلفة وتحديد أفضل الممارسات لضمان المساءلة والشفافية في الحكم المحلي.

Abstract
Municipalities play a crucial role in local governance, providing basic services and regulating the daily lives of citizens. Administrative and legal control exercised by municipalities can have significant impacts on the efficiency and effectiveness of these services, as well as on the rights and freedoms of citizens. This study aims to compare administrative and legal oversight exercised by municipalities in different countries and to identify best practices to ensure accountability and transparency in local governance.
