Abstract:
Municipalities administrations are facing increasing challenges as a result of the succession of changes and developments that the twentieth century witnessed, especially in the last period of it. It is expected that these changes and developments will extend to bring more of them in the twenty-first century for municipal administrations in a way that helps to achieve effectiveness and efficiency. This requires developing a specific strategy and striving to implement it in light of the various surrounding changes. It is the implementation of the strategic planning process (Al-Sakarneh 2015).
