الملخص:
هدفت الدراسة للتعرف على أثر الدين العام على الإنفاق الحكومي في فلسطين خلال الأعوام (1997-2017). حيث اعتمدت الدراسة على المنهج الوصفي والتحليلي. واستخدم برنامج التحليل الإحصائي SPSS ، وأظهرت الدراسة وجود فروق ذات دلالة إحصائية في الاتجاهات حسب متغير الدين العام على نفقات التنمية والنفقات الجارية والنفقات العامة في الفترة ما بين 1997-2017. وتوصلت الدراسة إلى التوصيات التالية: ترشيد الإنفاق الاستهلاكي العام والخاص ، وتشجيع المواطنين على الاستثمار. وتمويل المشاريع حسب الأولويات الفلسطينية والجدوى الاقتصادية على المستوى الوطني ، وزيادة حصة نفقات التنمية في الموازنة الفلسطينية من أجل النهوض بالاقتصاد الفلسطيني وتحفيز الاستثمار لتلافي البطالة. بالإضافة إلى ترشيد الإنفاق الحكومي بشكل عام وفق استراتيجية تنموية شاملة ونشر كافة التفاصيل والجداول المتعلقة بالدين العام والدائنين والأقساط والفوائد.

The impact of public debt on government spending in Palestine during the years (1997-2017)

Abstract :
This study aimed to identify the impact of public debt on government spending in Palestine during the years (1997-2017). The study relied on the descriptive and analytical approach. And used the statistical analysis program SPSS, The results of the study showed that there were statistically significant differences in the trends according to the public debt variable on development expenditures, current expenditures and public expenditures in the period between (1997-2017). The study made the following recommendations: Rationalizing public and private consumption expenditures, and encouraging citizens to invest. And financing projects according to Palestinian priorities and economic feasibility at the national level, and increasing the share of development expenditures in the Palestinian budget in order to promote the Palestinian economy and stimulate investment to avoid unemployment. In addition to that, rationalizing government spending in general in accordance with a comprehensive development strategy and publishing all details and schedules related to public debt, creditors, installments and interests.
