ملخص
هدفت هذه الدراسة الى التعرف على التطور الالكتروني والتنظيمي الهندسي والصعوبات التي تواجهها البلديات بأبعاده (توظيف الأعمال الإلكترونية بدل الورقية، توظيف وسائل الاتصال الحديثة، تحقيق مبدأ الإدارة بالزمن المفتوح) في على التطورات والتنظيميات الهندسية في البلديات وتم استخدام المنهج الوصفي التحليلي من خلال عينة تكونت من (216) من العاملين في القسم الهندسي في البلديات وزعت على مجتمع الدراسة بالطريقة العشوائية واستخدمت الاستبانة لجمع بيانات الدراسة وتم استخدام برنامج التحليل الاحصائي للعلوم الاجتماعية SPSS في تحليل البيانات واختبار الفرضيات وبعد إجراء التحليل الإحصائي توصلت الدراسة إلى النتائج التالية: يوجد أثر ذو دلالة إحصائية عند مستوى الدلالة الإحصائية (α<0.05) لاستخدام توظيف الأعمال الإلكترونية بدل الورقية. على التطورات والتنظيميات الهندسية في البلديات . ويوجد أثر ذو دلالة إحصائية عند مستوى الدلالة الإحصائية (α<0.05) لاستخدام التطورات الالكترونية على التنظيميات الهندسية والصعوبات التي توجهها البلديات.وتبين ايضا وجود أثر ذو دلالة إحصائية عند مستوى الدلالة الإحصائية (α<0.05) لاستخدام التطورات الالكتروني في عملية التخطيط الهندسي .حيث توصلت الى وجود أثر ذو دلالة إحصائية عند مستوى الدلالة الإحصائية (α<0.05) لاستخدام التطورات الالكتروني في عملية عرض المساحة الكلية في البلدية ، ويوصي الباحث البلديات باستخدام الممارسات الفاعلة لتطوير الالكتروني التي هدفها بناء الكفاءات المتميزة لدى الموظفين والمهندسين وعمليات التخطيط. بضرورة قيام البلديات بتحديد الاحتياجات التدريبية للموظفين القسم الهندسي لمتابعة التحديثات التي تعمل على رفع الفعالية التنظيمية في قياسات المساحة والتخطيط في البلديات
The electronic and organizational engineering development and the difficulties faced by the municipalities

ABSTRACT
This study aimed to identify the electronic and organizational engineering development and the difficulties that municipalities face in its dimensions (employing electronic works instead of paper, employing modern means of communication, achieving the principle of open time management) in the engineering developments and organizations in municipalities. The descriptive analytical approach was used through a sample consisting of (216) individuals were distributed to the study population in a random way, and the questionnaire was used to collect the study data, and the SPSS was used to analyze the data and test hypotheses. 0.05) to use e-business recruitment instead of paper.
