الملخص
هدف هذا البحث للتعرف على تأثير العلاقة بين التخطيط الإستراتيجي وكفاءة وفاعلية المجالس البلدية العمانية ،من خلال البحث عن مستوى تطبيق التخطيط الاستراتيجي في المجالس البلدية العمانية وما شكل وطبيعة العلاقة بين التخطيط الاستراتيجي وكفاءة وفاعلية المجالس البلدية العمانية عبر بحث إستكشافي اذ يعتقد الباحث من خلال خبرته المتواضعه واحتكاكه المستمر مع هذه المجالس لها بحاجة الى رفع كفاءتها وفاعليتها وهذا يتحقق من خلال تبني نماذح التخطيط الاستراتيجي السليم. ويحاول البحث التأكيد على أهمية التخطيط الاستراتيجي لكفاءة وفاعلية المجالس البلدية، بمعنى آخر رسم خارطة طريق لهذه المجالس . ولغايات البحث الميداني قام الباحث بتصميم استبانةعلى ضوء ماتم مراجعة أدبيات البحث التي شملت الدراسات والتجارب السابقة والنظريات والنماذج والمفاهيم الأساسية في مجال الإدارةالمحلية والمجالس المحلية. ولتحقيق أهداف البحث، تم استخدام المعالجات الإحصائية الملائمة للتحليل، وهي البرنامج الإحصائي (SPSS)، توصل البحث لعدد من النتائج اهمها أنه توجد علاقة إرتباطية قوية موجبة ذات دالة إحصائية عند مستوى الدالة ( a=0.05) بين مجالات التخطيط الاستراتيجي ومجالات الفاعلية، وهذا يتعارض مع فرضية البحث التي تنص على أنه لا توجد علاقة إرتباطية بين التخطيط الاستراتيجي وفاعلية المجالس البلدية العُمانية عند مستوى الدالة ( a=0.05). بناء على نتائج البحث تم تقديم عده توصيات منها: ضرورة تحديث الانظمة واللوائح والقوانين للمجالس البلدية والعمل على تطويرها وفقاً للمستجدات الاقتصادية والاجتماعية والادارية والسياسية.وتبني التخطيط الاستراتيجي لرفع كفاءة وفاعلية المجالس البلدية وإعطاء المجالس البلدية الحرية والاستقلالية في اتخاذ القرارات المتعلقة بتطوير وتنمية المحافظة.
Abstract
This study aimed to identify the effect of the relationship between strategic planning, efficiency and effectiveness
The Omani municipal councils, through searching for the level of application of strategic planning in the Omani municipal councils and what is the form and nature of the relationship between strategic planning and the efficiency and effectiveness of the Omani municipal councils through an exploratory study as the researcher believes through his modest experience and constant friction with these councils have a need to raise their efficiency and effectiveness and this It is achieved through adopting the forms of sound strategic planning. The study attempts to emphasize the importance of strategic planning for the efficiency and effectiveness of municipal councils, in other words to draw a road map for these councils. For the purposes of the field study, the researcher designed a questionnaire in the light of the review of the study literature, which included studies and previous experiences, theories, models, and basic concepts in the field of local administration and local councils. To achieve the objectives of the study, appropriate statistical treatments were used for the analysis, namely the statistical program (SPSS). The study reached a number of results, the most important of which is that there is a strong positive correlation with a statistical function at the level of the function (a = 0.05) between the areas of strategic planning and areas of effectiveness, and this conflicts with the hypothesis of the study which states that there is no correlation between strategic planning and the effectiveness of Omani municipal councils At the function level (a = 0.05,
Based on the results of the study, several recommendations were presented, including: the necessity of updating the systems, regulations and laws of municipal councils and working to develop them in accordance with economic, social, administrative and political developments.
